Background and Rationale

Paradigm for Justice and Development (PSD) is a women’s right organization founded in 2019 by group of women lawyers and human rights activists committed towards advancing social justice and empowerment of the youth and women. The organization envisions a society without justice, violence and poverty. Our mission is to work with vulnerable communities to address social injustices, alleviate poverty and violence.

In partnership with the Women Peace and Humanitarian Fund and UN Women, PSD is implementing the Project entitled “Empowering women to promote peaceful and gender equal societies in Wakiso district”. The Project goal is to increase meaningful participation of women in decision making, conflict prevention processes and response. PSD works to empower women to promote peaceful and gender equal societies in Wakiso district through creating awareness in communities on the role of women in conflict resolution and peace building, conflict early warning and response, conflict data collection and analysis, civic participation among others. Furthermore, PSD built capacity of women to identify Early Warning Signs of Conflict and Respond; and coordination with local stakeholders (Local Council Leaders, Religious Leaders, police, district officials among others) to implement conflict prevention strategies that are local, timely and responsive

30 Constituency based Peace Coordinators were also identified from Busiro North and East and trained on peace building, gender-based-violence prevention, conflict prevention among others. These Peace Coordinators create awareness in communities through mobile awareness clinics and community radios.  They work with the local leaders in their constituency.

In a bid to promote women’s capacity to develop, promote and run a sustainable women-led conflict early warning and early response system within their already existing structures, PSD plans to train the women that are members of the Sub County Women Council.  This has been as a result of PSD’s follow up and monitoring and evaluation visit for the quarter October to December, where PSD learned that the Women Council members from the Village to district are involved in the resolution of conflicts in their communities. After the training, the Women Council Committee will establish an early warning and response system. The Women Peace Group members and Peace Coordinators will then report to and work with the Women Council even after the end of the Project.

PSD is therefore desirous to contract a consultant or consultancy firm to train members on the Subcounty/Town council Women council in Busiro East and North, Wakiso district on conflict early warning and early response, conflict data collection and analysis, civic participation and conflict resolution through mediation and dialogue. The purpose of the training therefore is to create a sustainable women led conflict early warning and early response system in the community.

Objectives of the Consultancy

The purpose of this assignment is to build the capacity of women on the Women Council to create a sustainable women led conflict early warning and early response system in their community. The specific objectives include:

  • To increase the women’s knowledge on conflict resolution, conflict early warning and early response, civic participation, conflict data collection and analysis.
  • To equip women with knowledge and skills on how to create a community-based conflict early warning and early response system.

Deliverables

  • An inception meeting to discuss and agree on the methodology and agenda.
  • Draft and share with the Project Coordinator training materials and content before the training.
  • Train the Participants on the agreed dates.
  • Submit a report after training.

Consultant’s Qualification, Experience and Skills

Bachelor’s degree in Peace and Conflict studies, Social Work, Gender Studies, law, Development Studies, Social Sciences or related field and Master’s degree will be an added advantage.

Should have experience in conducting trainings focusing on early warning signs and response mechanisms, conflict and violence prevention and/or GBV prevention, women empowerment and participation.

    • Experience or proven knowledge of peace building methodology.
    • Excellent knowledge of women’s participation and empowerment programming.
    • Excellent knowledge of GBV prevention and response programming.
    • Previous experience working with community-based groups.
    • Previous experience working with Women groups.
